Job Purpose
The officer is required to support the Finance Director to lead and drive budget planning and management. The officer is expected to be a collaborative business partner by providing timely and accurate resourcing information to departments and develop effect business intelligence tools for effective budget monitoring. The officer is also expected to implement and regularly review procurement processes to compliance with key procurement principles and proper governance across the organisation.
Duties and responsibilities
- Budgeting
- Ensure efficient and transparent allocation of budget across departments
- Coordinate and manage various budgeting exercises for timely submission to NAC and other government agencies
- Develop and implement business intelligence tools for regular monitoring of budget utilisation to optimise the use of resources
- Prepare regular financial updates to management, Finance Committee, Board and NAC
- Review, recommend and implement improvements to existing budgeting processes
- Coordinate Finance Committee Meetings
- Procurement
- Oversee procurement process and ensure compliance to internal processes and common procurement principles of transparency, value for money, open and fair
- Regular reviews of procurement processes and approval limits to update on the risks
- Conduct regular sharing sessions on finance processes to develop the finance capabilities of other departments
- Ensure compliance with relevant Regulations (such as Charities Act), Accounting Standards, Tax and GST rules, and AHL policies and Approval limits. Keep abreast of any rules and regulations changes

Qualifications
Education
- Bachelor’s degree in Accounting/Finance
Experience
- Minimum 6 years of relevant working experience, preferably in the government or non-profit sectors
- Prior experience in procurement is a must
- Possess Singapore Chartered Accountant Qualification
- Experience in forecasting, budgeting and financial analysis at the organisational level
- Experience in developing and implementing business intelligence tools
